There may also be SIM cards available at the airport in Chiang Rai. I know there are in Chiang Mai, but not sure about Chiang Rai. Maybe someone else has been through the airport there recently and can comment here?

It's not often necessary to purchase a SIM card airside, as TrueMove H distribute them freely. I always get one or two handed to me as I disembark.

I had the same problem a few days ago in KL, when I needed to top-up my MAXIS number before continuing to another domestic destination in Malaysia. Simple solution: Go through the REGULAR immigration and then you are in "free land" and you can buy your SIM at those Service-centers that the several providers have set up right after you exit customs check. Buy your SIM card and some top-up value, then head to the regular Domestic departure entrance.
