Thai Wife's Son From Previous Partner Uk Visa

My friend would like to bring his Thai wife's son (from a previous relationship with Thai national) on a settlement visa to the UK. His wife is already here on a S-Visa and they would both like her son to come.

The Thai father has had absolutley no contact with the child whatsoever, nevertheless the childs surname is the same as the father. Would it be straightforward for them to bring him to the UK? Would the father need to be contacted/involved. I have heard someone say that they had to pay off the father. Any thoughts or experience with this? Would be very grateful for any feedback.
