Cabinet agrees to use Section 44 to solve aviation problem

BANGKOK, 20 May 2015 (NNT) – The Cabinet has decided to resort to Section 44 of the interim constitution to rectify safety deficiencies in Thai aviation in the wake of concerns expressed by the International Civil Aviation Organization (ICAO).


According to Deputy Government Spokesperson Maj Gen Sansern Kaewkamnerd, the Cabinet members agreed to the proposal to amend aviation-related laws through the enforcement of Section 44 to be in accord with the ICAO Standards and Recommended Practices.

The law will also be used to restructure the Department of Civil Aviation, which will likely be divided into two separate organizations, namely the National Civil Aviation Institute and the Department of Airports. In the meantime, the number of personnel within the Department of Civil Aviation will be increased by 48.

During the meeting, all ministries were urged to present any pending draft laws at hand to the Cabinet for consideration as soon as possible. For any time-consuming matter, Section 44 might have to be applied in order to grant initial approval before official enactment is pursued later on.

Lets hope they use Section 44 to sort out THAI airways as well. The axe needs to fall as the tree is rather "top heavy" there. However, this would again be seen as "loss of face" and how could they ever allow that to happen????

I am sure the leader has issued a bidding tinder for companies to make him a "Section 44" rubber stamp. No tender under 30 million baht will be accepted....

The military just received over 1,000 new generals. Looks like Prayut has a ready pool of loyal servants for the DCA.

....they should stop overpaying underqualified or unqualified individuals at those 2 mammoth organizations that will remain unnamed....

...no reviews...no performance reports...except 'validation each other'....all the way to the bank....

...annual bonuses of perverse amounts....

...then early retirement with more bonuses....
