Going through the identity checks I was asked the 2 security questions. Trouble was these questions were not the ones I had originaly answered, I had chosen..'grandmothers maiden name' and 'place of birth' but I was aked for " my first pets name' and "name of primary school.

I could not answer these questions....so my cancellation could not proceed.

I eventualy managed to get to the 'email us' section and all I got in return was a list of suggested topics...none of which were any help.

Any suggestions? because it appears that I cant get to anyone who can actualy respond to my problem.at Pay Pal.

Changing your security questions might work. Click "Profile", go to "My Personal Info" and click "Change" next to "Password" and "Security Questions".

Why not contact their customer service in Singapore via phone?

Their represenatives are very helpful and they do speak English.

It was the only way I could get my PayPal problems resolved in the past.

Skype works well in calling them.
