I know it's generally tough for a foreigner to obtain condo financing from a Thai bank. What about refinancing on a free and clear (paid off) condo? In the US generally this is much easier to obtain due to the strong collateral.

Even worsts! As the banks will want to know what you are using the money for and will need prove of monthly pay slips, a thai guarantor, etc, etc.
