BANGKOK: -- The cabinet on Tuesday approved the proposal of the office of the Prime Minister’s secretary-general to completely overhaul the Department of Civil Aviation in order to upgrade Thailand’s aviation safety standard red-flagged by ICAO.

To fast-track the restructuring process in order to avoid further actions from ICAO, the cabinet decided to issue three executive decrees and one ministerial regulation instead of issuing bills which will be time consuming.

Government spokesman Maj-Gen Sansern Kaewkamnerd said the government wanted to quickly address the air safety standard problem and this would be possible only when executive decrees were promulgated to quicken the restructuring process.

The restructuring process will include the creation of an aviation supervisory organization which is non-governmental to be called the office of civil aviation and the transformation the Department of Civil Aviation into the Aviation Department.

A little less haste please and more positive thinking , you are running the Advisory body and regulator for the Thai aircraft industry , not the local sanitation pick - up service , first hurdle to jump , can these people pass the ICAO audit.coffee1.gif

"Cabinet to issue" presumably means nothing has been done as of yet. When is the ICAO deadline? And please correct me if I am wrong but I thought this deadline was for ALL deficiencies in procedures, processes etc to have been remedied?

Are they waiting for someone to traffic them some qualified personnel?

Thai style fast tracking - in this case taking several months to change the name of the supervisory body from the Department of Civil Aviation to the Office of Civil Aviation.

Doesn't the person they promoted a few months back to take care of everything retire this month?

DCA is so incompetent that it cannot be fixed.

Best to bring in foreign experts if Prayut wants a quick fix.

This whole mess has been going on for years under many governments but has come to a head under this one.

There are too many agencies involved with no overall agency in charge so basically they have done what they wanted for years, now the hit-the-fan.gif and somebody has to grab them by the scruff of the neck and bring them into line. Normally most "elected" governments would form a committee and talk the issue to death, then forget about it.

If this was only internal to Thailand that is most likely what would have happened, but this time it isn't and it looks as though this time they will HAVE to sort it out.
