It's running the City service only with a mix of City and Express trains.

yes I will want to go to the city or at least to some BTS or MRT Interchange. Is it reasonably frequent to the city?

The City Line runs every 10-15 minutes and takes about 20-30 minutes to get to Makkassan (Petchaburi MRT Intersection) or Phaya Thai (BTS intersection)

I gave up on the Express Line years ago because it runs sporadically, if at all. It was certainly nice, more comfortable and faster when it did run reliably- but it was often over an hour wait to get the next train- negating the "Express" feature...

The system was never closed down. The 'express' service has been suspended for a while now, but the Cityline service has continued to be in operation.
