Eight middle-ranking police officers axed



BANGKOK: -- Eight middle-ranking police officers were ordered transferred to inactive posts at the Central Investigation Bureau on Sunday with immediate effect.

The transfer order was signed by CIB commissioner Pol Lt-Gen Thitirath Nongharnpitak. But no reason was given for the abrupt transfer.

The eight officers are Pol Col Sivapong Patpongpanich, deputy commander of the Crime Suppression Division; Pol Col Pairote Rojanakachorn, superintendent of CSD’s 2nd subdivision; Pol Col Vasu Saengsuksai, deputy superintendent of CSD’s 2nd subdivision; Pol Lt-Col Thammavit Hirunyalekha, deputy superintendent of CSD’s 2nd subdivision; Pol Lt-Col Chirawat Boonwattanaporn, inspector of first subdivision of Highways Police 2; Pol Lt-Col Natthakrit Promchan, inspector of CSD’s 2nd subdivision; Pol Lt-Col Pattaya Klam-aim, an inspector of Highways Police; and Pol Lt-Col Suwattachai Srithongsuk, inspector of first subdivision of Human Trafficking Suppression Division.

Separately, the national police chief Pol Gen Chakthip Chaichinda appointed Pol Gen Srivara Rangsipromkul to head a police panel to probe into the activities of a group of people who claimed the revered institution for ill-gotten gains.

No - it IS getting axed. It is getting put out of the way of the gravy train.

Thai labor law is complex - just firing someone is almost impossible - that's the real reason behind inactive posts. It takes time to fire someone - in the meantime - they get them out of the way.

Plus - these people earn a pittance in salary. Their real gains are from corruption and they are now out of that loop.

Mention of "the revered institution" both clarifies and obscures what it's about. "The revered institution" is the monarchy. They may have been connected to the high ranking officers dismissed earlier this year. They may have cheated somebody with high-level connections in the Palace. They may have claimed they were working for a high-ranking official in the Palace as part of a scheme to cheat people. There are many more possibilities. It is something not good to talk about. We will probably never know.

As with many 'news' articles there's insufficient disclosure or adequate investigative reporting to make any judgements. So, we guess, surmise and hypothesize on minimal facts. Perhaps, it's not the myopic old picture of corruption and payoffs, but a longer term big picture of the future politics of this country? Actions are taking place that years from now we may view as obvious. Eventually, we shall see a clearer picture.

If the current government's policy is transparency as a means to promote honesty and minimize harmful rumor, it should explain the allegations made against "axed" police officers. Not to do so creates a counter-culture of secrecy and innuendo.

But the problem for the current government is that transparency would require it to comply with laws related to government employment regulations. And under those regulations police cannot be arbitrarily transferred to inactive stations without due process of law, ie., identify the charges, confront the accusers, and show evidence. Hence, the constant use of Article 44 to bypass jurisdictional accountability.
