sounds like you want someone english speaking, educated and reliable as they will be working unsupervised and checked... a tall order here.

i would try the university especially if they have a tourism faculty they may have students or know of past students who would be interested or they may be able to advertise for you. otherwise talk to local travel agents they may have friends who had to give up work due to having a family but could work from home.
