There are way too many sketchy people and scammers here. Generally the Vietnamese do not have the graciousness of the Thai people.

I've taken to staying in my hotel during the evening. I'm not impressed with this society and look forward to leaving.

Sounds like you are in District 1, which is the main tourist district. My advice is to go to just about any other district. My favorite is District 5 also referred to as Chinatown. No problems with scammers in the week we were there and some great markets and food in the area.
