Would my wife need to form a Thai company before she can initiate any WP procedures for a cook and/or waitstaff from Laos or Myanmar? Other suggestions and advice greatly appreciated to prevent getting the cart before the horse. Preferably from those with first hand experience in restaurants and guesthouses.

She can hire them if she has a registered business, There is no requirement for it to be company to get a work permit and visa for a migrant worker.

The first step is a tripe to the local Labor Ministry office to get a quota number. I don't recall everything about doing it.

Will be less expensive if you wait till next month, to do it now have to go through an employment agency in Myanmar.
