This reminded me of the attitude of my Thai/Chinese landlady. She simply CANNOT understand why I need to have certain documents for Immigration. After all, in HER class, a bribe in a plain, brown envelope will suffice to cover all situations. I simply cannot make this woman understand that SOME of us have to obey the law.
