BANGKOK, 15 February 2016 (NNT) - The Royal Thai Police have confirmed that the recent restructuring of its investigative department is part of the national agenda of police reform in order to create fairness and organizational efficiency.

Deputy Spokesperson of the Royal Thai Police, Pol Maj Gen Songpol Wattanachai spoke of the order by the National Council for Peace and Order (NCPO) to reorganize the organizational structure of the investigative department, confirming that is mostly a reshuffling of names and titles while the job functions and compensation remain the same.

According to a survey of the needs of the investigative officers, those wishing to resign from the department have cited the rank cap of Police Colonel as their main reason. Aging officers often feel the need to transfer to other departments for career and benefits progression. Maj Gen Songpol indicated that the recent restructuring addresses this issue to promote proper career progression prospects within the investigation department and enhance work efficiency.

As for calls by some officers to separate investigation and interrogation into two agencies, Maj Gen Songpol responded that as the two tasks must be done concurrently, they cannot be separated into two distinct agencies.

Deputy Spokesperson Police Maj Gen Piyapan Ping Muang added that there has been no sign of opposition to the recent restructuring and urged investigation officers to embrace the changes.

If this was true, then why an ORDER from the NCPO using its absolute power?

If the restructuring creates fairness, the PM should submit this request to the NLA for a law change to make it legal. It's not that such a change is urgent that the regime can't wait for a properr legislative process - especially since the NLA is just a NCPO clone. But use of NCPO orders usually indicates opposition and the need to deprive people of due process of law. And that might cause undesirable conflict with the NLA.

I there an "illegal" aspect to the restructure? Or has it come about from an NCPO directive pre empting resistance ? And that in the face of an alternative the RTP would prefer to avoid?

It may be that the "opting for resignations " is a diplomatically encouraged means of sideways assignation pending encouraged retirement.

Not unfairfor long servers whose career has been according to previous criteria but who are so ingrained to it are deemed unsuited to the new.

I suspect that such will not be/is not limited to specific departmental operations within the RTP.
