A flightbooking is a reservation. If you pay for the booking, the result is....you bought a ticket.

Show the reservation when applying for a visa...if visa is granted....pay for the ticket.

thats correct, my wife did it this way, no problem, same with medical insurance, just get the letter , then pay later.

If the Thai, or other non EEA national, is the qualifying family member (e.g. spouse) of an EEA national and is travelling to an EEA state* with or to join their EEA national family member then most of the requirements, including flight and hotel reservations, do not apply.

Health insurance is also not required, though, of course, highly recommended.

Furthermore, the visa will be free.

* Except for the state of which the EEA national is a citizen, in which case they need to apply under and meet the requirements of that state's immigration rules; including paying the appropriate fee.

My gf got numerous changen visas. We were never asked to buy tickets before it is approved. The only thing was the requirement of buying travel insurance

Did it many times. A screenshot of a reservation or even a simple screenshot of a flight from BKK to destination and back will do. Never buy the ticket, you don't need it. Dutch Embassy even states clearly on the application to NOT book the ticket before the visa is granted.
