Newbie question: So how do expats deal with this restriction? They leave the country once in 90 days? Or get a "green card"? And is the restriction different to foreigners based on the country they're from? Do US residents get a different treatment?

What restriction? There are different rules for different visas, so maybe you need to check up on the rules for your specific visa. Whatever else you have to do - you need to report every 90 days in the country - regardless.

Going forward the overstays will likely add up. If you overstay once for 1 day - you just exit like normal with a verbal warning. I would not want to overstay regularly (as a way of extending a visa) then go out and get the next visa since at a certain point they will weight that against you (IMHO).

There will be zero tolerance though if you are picked up before exiting (though I suspect you will have the option of buying your way out of the situation - but not cheaply).

I wish they would do it fast and do it consistently and make sure they strictly enforce this

No one should think it's funny or doable as a risk to overstay and then moan about the consequences

No one would attempt that in any country and believe they are above the law
