I am just wondering if the USA laws regarding notarizing things limits or prohibits a USA notary from notarizing things outside of the USA? I am not suggesting any sort of business, just wondering about the fine print in the USA notary process.

Notaries are authorized by states, not federal government (except US Consulate and some military officers) and are forbidden to do notary services outside the authorizing jurisdiction. They cannot do notary services outside their state, much less outside the US. So the answer is no.
