At Ratchada Soi 4, in front of the SNOP disco, they use the huge parking lot for an awesome party. They have a live band on stage, two pools of water for filling your guns, no powder, and plenty of drinks for sale. I have never failed to have a great time there. Last year, 300B to enter. I believe this entry fee is what keeps it good. The band is worth the entry price.

Yes the BTS runs as per normal during the holidays. As for taking guns etc on the trains and stations, you will be hard pressed to find someone that isn't armed.

When getting on the MRT, you will be required to empty the water from your gun. Not sure about the BTS.

Big C Supercenter across from Central Festival World, in 2016, had 2 fire hoses up high with people moving them.
