you have never been in the army. when you are given an order you follow it. 

this exercise business is just getting everyone to fall in line.

Other countries have better things to do than dictate the level of exercise one must do per day

Some countries concentrate on the people and making their lives better and bringing prosperity to their country

 

I guess its all about priorities and the IQ of those in charge
