Has anybody come across a store selling army/combat boots. I will be trudging through the snow, so the boots need to be waterproof. Not for use in Thailand obviously, lol...

Not Goretex BUT, there is a small shop inside entrance of TESCO LOTUS (that is near the beer bars strip straight north of the north-east of moat)..... in front of escalators that sells pretty real looking survival gear.

I'm sure they will have a close grade waterproof brand. All the gear can be seen in Mae Sai market at Burma border about 30-40% cheaper up there, but your paying for convenience.

 

North Face in Central Festival and the huge sporting goods shop in Kad Suan Kaew  both have excellent array of hiking boots many of which include goretex. Expect to pay 4,000-6,000baht for quality.
