BANGKOK: -- The company that won the contract to supply the BMTA with 489 new eco-friendly buses says they are hopeful of completing the delivery on time.

The first lot of 99 buses has been parked at the port for a month as question have been asked as to whether they were made in China or Malaysia. The answer to this question makes a big difference to the tax payable, reported Daily News.

Representative Manot Kamnertngam said that Bestrin Group Co Ltd hopes to negotiate a security deposit that will be lodged with customs to allow the realease of the first lot of buses today, Tuesday.

The second lot of 145 vehicles, still on the container ship at sea, looks like they could be landed on Wednesday with the third lot the day after and the fourth and final consignment arriving on the 20th.

Manot said that negotiations on how much to pay depends on whether they will just be paying for the extra tax on the vehicles or for fines incurred as well.

The company hope to meet the deadline for the delivery of all 489 buses to the BMTA by December 29th.

And just as importantly they want some on the road for a PR exercise with the Prime Minister scheduled for the 21st and for public use on the 22nd as previously agreed.

Manot said that it was their aim to get the vehicles on the road irrespective of whether the tax investigations were completed or not and t do this a settlement with customs had to be found regarding a security deposit first.

The deal is worth 3,389 million baht and there had been suggestions at the end of last week that the BMTA would cancel the deal if the buses were not delivered on time.

Only in Thailand does the government outsource government purchases. Government taxing itself all at the expense of the people.
Complete farce.
All they are doing now is shuffling the ill gotten cream off the top.

Yes sir we breached the contract about where the buses were to be manufactured but it doesn't matter sir because they're all blue.

... or... Yes sir we breached the contract about where the buses were to be manufactured but it doesn't matter sir because we signed the contract on a Tuesday morning in a white tent.

... or ... Yes sir we breached the contract about where the buses were to be manufactured but it doesn't matter sir because well calculate the extra tax and pay it to the revenue department in footballs.

After some 15 years of complex discussion and re-discussion and on again off again negotiations 20 times the local agent (not needed actually) still couldn't get it right.

Your between a rock and a hard place be prepared to loose your profit on this deal but save face. If you were trying to pull a fast one you should lose.

This to me appears to be an admission of guilt. By agreeing to pay the extra tax implies that the buses were built in China and not Malaysia, and 'negotiating' the amount of 'fines' to be paid implies that false documentation was deliberately tendered as to their Country of origin.

Why no criminal prosecution for fraudulent declarations?

The true masterminds in this dirty business are setting their own rules anyways, paid and exchanged in brown envelopes as usual....

Really? So governments all over the world never purchase aircrafts, ships, boats, trains, vehicles, military equipment and so on and so forth from companies from other countries.
Really? Only in Thailand.

It will be a chain reaction. As each party in this fiasco bump into a brick wall they reach for their wallet. The last guy to reach for his could be left holding the bag.

Is there such a thing here? I would assume they just got caught with their hand in the cookie jar. They will play a game of Monopoly with real money to decide the winner. He who buys the railroads could get railroaded. You get the connection trains, planes and buses.
