Non B Multiple Entry Penang

Hi,

A co-worker of mine has been told he can get a multiple entry Non B in Penang. After reading some information here, do you first need a work permit to get a multiple entry Non B? Secondly, why would anyone want a multiple entry Non B if they already have a work permit? I don't get it.

To get a multiple entry non-b visa in Penang a work permit valid for at least 8 months is required.

Most people get a non-b because they cannot get a one year extension at immigration for some reason. For example, salary to low, not enough Thai employees, company does not qualify and etc,
