Lately I seem to have lots of these little flies on the new palms I have growing.

 

Anyone know what they are and if they are a problem in the garden.

I don't recognize it. It may be a psyllid (sucking insect like aphid). If you don't see any associated discoloration or leaf distortion associated with the presence of this critter, then it may not be a problem. Many insects co-exist with plants with neutral or beneficial effects in the ecosystem.   I have forwarded to a Thai entomologist for ID. Waiting on reply. Don

It's a Derbidae : Hemiptera, a pest of sugarcane.
Long-winged planthopper, Proutista moesta : Derbidae at KU, BKK 25.xi.16
