We will be escaping Chiang Mai Songram to Koh Chang... The plan is to fly to BKK rent a car and drive to K Chang... we would like to do a one night stop over on the way (we want to have diner at the seafood restaurant at the end of Jomtiem Beach road)... we would like a nice hotel with a balcony sea view for 1-2,000 baht - also close to a coffee shop that is open in the morning... suggestions of a hotel and coffee shop would be appreciated 

I've stayed here a couple of times. Good location, clean, nice restaurant, approx 1500 - 1600 for sea view rooms.

No elevator though.

I have stayed at Jomtien Boathouse a couple times and also had good experience there.  However, if the OP's goal is escaping Songkran, then they might be hostage in that hotel as venturing out will probably lead to getting doused with water.  The only protection would be if they could park very near the hotel entrance and drive everyplace, including any quick trip to a 7-11.

There's the Rich Man Poor Man that has balcony views overlooking the ocean. I think it's on the corner of Soi 9.
