So I understand correctly, I leave and come back before my use until date.  I get another year until July 2018.  It makes sense on arrival to get a re-entry permit in case of emergency.  I could see a situation where one might have to leave hastily but not have time to get the permit. Having said permit and having it good until 2018 could be useful insurance.

 

Can I get one at the airport on arrival?

No you cannot. They can only be applied for on departure from the country at some airports or at an immigration office.
