Why not start by giving that Thai entrepreneur guy his home brew equipment back and compensating him for lost beer sales.  Give a free licence to all micro breweries along with start up tax incentives.  Making craft beer is a skill and should not be breaking the law.

it is pretty obvious to people that monitor thailand that the cleverest people are the criminals; they are criminals because their other options are bad and worse, that is the point to be addressed

This idea will fall flat on its face Why would lets say a forger what to work for the government when he can score big on the illegal markets Until he gets caught Now if you saying you will offer him government work in lieu of jail that is a different thing

 

What would be better is you have all these extremely well educated foreigners sitting on their duffs because the government cannot or will not figure out a way to put this huge recourse to work for them If your really want to spur the economy Let the foreigners have a free hand and watch the economy soar to incredible heights

But no the government is too afraid of this
