withdrawing USD in thailand ?

I only remember such ATMs in the international departure area (many years ago).

Arrival from where is the question ? If that important why not get it done before embarking ?

Really depends on where he is now and how he is obtaining the dollars. 

 

If he has baht in a Thai bank that he wants to use to buy dollars once he arrives and he's in India now, for example. that's a different set of circumstances compared to if he's now in the US and can withdraw dollars from his US bank before departing for Thailand.

Airside departure i took from ATM Fresh 100dollar bills and even changed them on counter same bank for smaller as i left for cambodia .....airside arrival i am not sure.... cann go to departure airside to try......was only possible with foreign cards

According to the official website there is an SCB ATM in the transit area in the 4th floor (should be accessible before going through immigration I guess):

*Remark: 4th floor in Transit can be withdrawn only USD currency minimum 50 USD maximum 500 USD / day / card
