I could be wrong, but I believe that most countries testing ballistic missiles do not do so in trajectories passing over other countries, without consent. Certainly not when relations between countries are tense. Further, conducting such a missile test while plotting a trajectory aimed directly at an asset of a a hostile country is a clear provocation. Same goes for the margins of error involved. This has nothing to do with which warhead is mounted. Other countries are not "panicking" because threats are not directed their way, and the missile tests aren't conducted in their direction. As for the general reaction, the UNSC resolution garners wide support, which would indicate countries do not take North Korea's actions as nonchalantly as yourself. I doubt that anyone expects the upcoming missile test to include a nuclear warhead (without completely ruling it out ). A failed attempt would incur massive lose of face, encourage Kim's attitude, and undermine trust in the USA's ability to protect it's allies. Also it would make it harder for Trump to back down, possibly pushing him to order direct action. A successful intercept may end up with debris/warhead landing on friendly soil, probably not a good idea, and again - far from certain North Korea will cease it's efforts, could have just the opposite effect. If the missile malfunctions, that's another story. The problem here is more with margin of error and the possibility of mistakes. Trump is basically daring him to give him a reason to bomb him. While bombing the heck out of North Korea may remove the hypothetical threat of a NK nuclear attack on the U.S. at some point down the road, it will ensure the loss of many lives in South Korea, possibly in Japan or Guam. And if he nuked them you can add to that millions of Koreans whose crime was only to be born in the wrong location.
