No Interpol Red notice because the Authorities have no intention of trying to capture him.Especially before 3rd September. All western people know that. All Thais know that.

Note that it's a Blue Notice (which doesn't require the local police to arrest him), not a Red Notice.

 

Couldn't possibly be connected with the statute of limitations running out on one of his crimes next month, could it?
