Probe launched into foreign farms on state borderland

BANGKOK: -- The Department of Special Investigation (DSI) has launched a probe into allegations that Chinese investors in collaboration with Thai partners have acquired state land plots without proper permission.

The plots cover about 1,200 rai (192 hectares) of land in Kanchanaburi province’s Makham Tia district. 

 

“We have received a complaint, so I am here to investigate,” DSI deputy chief Pol Lt-Colonel Prawut Vongseenin said in Kanchanaburi on Wednesday. 

 

The inspection found that land plots used for dragon-fruit farming had been initially assigned to the 9th Infantry Division.

 

“Given that these land plots are located in a border zone, this case may affect national security,” Prawut said. 

 

He added that the dragon-fruit farm also threatened the local environment, given that foreign investors often relied heavily on chemicals to boost yields. 

 

“About 80 local families have said that they are suffering from water shortage because the investors have had a big pond dug in their farmland,” Prawut said. 

 

He added that foreigners were not allowed to engage in agricultural operations. 

 

“I will have a meeting with relevant authorities to discuss the matter,” he said.

Unless the army is completely unaware that their assigned area is now fully occupied by farming activity, there is a case to be made that the military must be complicit in such illegal use regardless of whether the occupants are foreign or domestic.

 

Will DSI examine any potential illegal compensation between the new occupants and the military, ie., to provide permission for occupation? As we've seen during Prayut's regime, DSI will ask the military to investigate itself for possible transaction between the military and company. DSI will not be allowed to conduct an independent investigation.

 

In lieu of DSI the NAAC may investigate the alleged illegal use of the property as potential government corruption, and/or abuse of power. But as we've seen with NAAC investigations of potential military corruption during Prayut's regime, the NAAC typically accepts without independent verification documents or the lack thereof from the military to conclude no military corruption.

DSI probes alleged Chinese-owned land plots in Kanchanaburi

Officials from the Department of Special Investigation (DSI) on Wednesday (Aug 16) went to Kanchanaburi province to investigate complaints by villagers that some Chinese businessmen are illegally occupying land plots which were turned into fruit orchards to produce fruits for export to China.

 

The DSI team, led by Pol Lt-Col Prawut Wongseenin, first met with Kanchanaburi deputy governor Narong Rakroi and Colonel Karnnart Nikornyanont of the 9th Infantry Division and Mr Pun Plengpiew, the local treasury official, for discussion on the villagers’ complaints which were accepted by the DSI as a special case.

 

The locals complained that the land owner built two large reservoirs to store water for farm use, causing severe water shortage in downstream villages.
