Agreed.
I had reason to take my small M/C into town and back yesterday and had 2 incidents requiring me to take evasive action.... both Bangkok plated pickups, although one looked like a company vehicle. It is getting more dangerous out there with more traffic than the town can handle and a complete absence of policing.
There was rumour of a rather famous member of the police (or two) being involved in some on-line gambling some months ago. That seems to have gone quiet. These Indian guys won't be as lucky.
The 4am is only for particular areas..... in Pattaya like Walking St, LK Metro etc, Entertainment Zones.

Didn't see the time of the incident only 'this morning' mentioned... but yes, people coming and going all day. It mentioned near the entrance....if between 10,30 and 11.00 am people hang around there waiting for the place to open, been there myself.
Sad.
The Thai police can access this? That would be surprising. Sure immigration could ask applicants to show home country criminal records, (or clean sheet), but at the moment do not. Countries could also attach a flag to passports showing if a person has a criminal record.....
I think it refers to simply closing time... some have to close at midnight, some at 2am, some can go to 4am, all dependent on location and licence type.
