Fines are not the answer. I am old enough to remember when Canada adopted the helmet law. Fines were one thing points were another but the best solution was when they confiscated the bikes. Thailand is no different than any other country when it comes to ripping tourists off. It is just they are not that subtle. Pakistan and India are well known for tri-pricing—local pay, foreigner pay, Brit and American pay. As nothing gets done in China without Big Brother knowing this is an attempt to keep the tourism money in the country and not out. I am sure that if Vietnam or India became hot spots for Chinese tourism there would be something about them. Also, remember most Chinese that come here on tour come in very regulated groups.
