I didn't think the Thai Pass would be scrapped as I didn't think they'd scrap the need for insurance and, the Thai Pass is probably the best way they can check people are insured in advance. Just my take on it.

The authorities wondering why there's a huge spike in cases around 4 or 5 days after Songkran has finished and the other, "health and safety precautions will still need to be taken"!
