OP, returning to your home address either from another province or from abroad, a TM30 is not required. If return from a trip abroad and you enter with a new visa or visa exempt you would need to file a TM30 even if you were returning to your place of residence. Note there are always some immigration offices that play games and ignore the rules.

You are permitted 2 land border entries visa exempt per calendar year. So in your example of fly into Thailand visa exempt and two border runs it would be (from Oct 1) 45+30+45+30+45+30= 225.

Up until relatively recently exit via land borders was not possible. In the main visas are not issued within Thailand. Obvious exceptions being non O retirement and marriage from tv or exempt entry. That does not cover everyone. Bottom line is folk obtained what was legally available to them. The peanut gallery complained about this for years. Sad folk.

You can exit anytime you wish. When you do any remaining days on current permit are gone. When you reenter visa exempt you will be given new 30 day stamp which starts from date of entry.. That 30 days can be extended by 30 days at immigration for 1900baht.

You are best to exit just prior to expiry without reentry permit. You will be given 30 day visa exempt stamp upon reentry. Enter via land and not via air. Each entry visa exempt you can obtain a 30 day extension. You are permitted 2 land border visa exempt entries per year. Good timing you can obtain 2 more in 2023.
