Absolutely not.
A Thai can enter on an expired passport, and had the OPs son done that he would have been fine. Hindsight is a wonderful thing.
However there's no law, as far as I'm aware, stating that a Thai national must enter on a Thai passport.
That's quite a lot of assumptions you're making there.
My guess is that most people who speed do it because they enjoy the sensation of riding fast.
That's not to justify the practice, just to give an alternative theory on why it happens.

Your original post seems to indicate that you want to find a shop that will only sell to foreigners and not Thais.
If that is indeed the question then you haven't really explained why so I don't know how anybody can really help.
If that isn't, in fact, the question then you should probably try again.
Of course it wouldn't jump to pre-brexit levels straight away, if ever. A lot of the damage is permanent; investors who have already chosen to invest in a country inside the EU aren't going to suddenly relocate to Britain.
But there's still more brexit damage to come all the time the UK is outside of the EU.
So that answers your question about why expats care so much. Your notes about the strength of the baht ate irrelevant. The pound fell in relation to all currencies on the day of the vote and has made no significant recovery since.
You may be fine on visa exempt entries for both, but you might want to get tourist visas.
If you don't want the hassle of applying for two individual tourist visas, you could get yourself a Multiple Entry Tourist Visa so you only have to apply once.
On the day of the leave vote, the pound lost 20% of its value. It has not since recovered, and is unlikely to do so while the country is so unappealing to investors.
So, yes, it affects them significantly.

There was a story recently from a member on this site who applied and was rejected (apparently erroneously) based on not being in the country of application at the time. So they do have some kind of process in place to check.
Additionally, part of the application process is uploading travel stamps in your passport from the last 12 months. If you're stamped into a country but not out of it, it could raise red flags.
