You really are being thick here. From the START of this thread, no one has been able to provide definitive proof for or against the legality. That's what we've all been discussing, it's the very point of this thread - proof, not armchair experts professing their knowledge based on nothing. The 800k is easily transferred with a Thai will. Just doing a will for the 800K is 5k baht and 5% or 10% xfer fee by the court when you pass.

He had severe muscular dystrophy, and when he tried to find reasonable live-in care in Texas, was dismayed at the ridiculous cost. I tried to find someone from Thailand who would be thrilled at the opportunity to care for this guy. THAT was a no-go. For starters, a person needs to have a Bachelors degree just to apply for a visa to enter the US. All he needed was someone to do the washing, cooking, cleaning, and help him get around. There are no common sense laws in place. No wonder people are coming to Thailand for reasonably priced care.
