The second paragraph is stating that if a person on a multiple entry visa or has an extension of stay and enters using a re-entry permit a new TM30 report is not required. The new rule apparently does not apply to those on visa exempt entries and single entry visas of any category unless they left and re-entered using a re-entry permit during the original entry from it. The law regarding TM30 states that the landlord, property owner or manager (in the case of a hotel or guesthouse) has a legal obligation to report the stay of a non-Thai at their property.

Works for me every time for years, only time it didn't was after I got a new passport, so had to do the first report after that in person, then online was active again, and will work for the next 7 years my passport is valid

That's the plan to have it covered. Still also playing with the idea to partly fill it with sand and have flowers in it. This is my pool, as you can see the jacuzzi is elevated, so would make a nice seating area, with the pool filled up to the elevated level. Guess there were other issues. I run my pumps for 7 hours a day, have 800m² of lawn that get automatically irrigated daily, a deep well with 1Hp pump, and of course fans that run all day and an aircon that runs at night. My total bill is rarely over 3K
