You only need 2 months of covid 19 insurance when you enter the country since your permit to stay from the re-entry permit you have will be for about 2 months. -

I cannot predict what will be needed for here here or any other country in March of next year. There will probably will be some border crossings open by then. -
Several are on the list for visa exempt entries and some under a bilateral agreement. That could be a consideration. See: https://thaiembdc.org/wp-content/uploads/2020/12/Visa-Exemption-Scheme-7-Dec-768x1087.png A few are also were on the list for 15 day visas on arrival that seems to in effect now but no new list I can find.

There is no non-o visa that allows a one year stay. A non-o visa only allows a 90 day permit to stay. I suspect you have a one year extension of stay and re-entry permit. -

I guess you have not read about the new requirements. At this time it appears to be 3 million baht of medical insurance that also covers treatment up to 3 million baht to apply for a new OA visa. It will not still be 40/400k baht for a year for extension of stay applications at immigration. -

The covid 19 extensions are done for tourist visa and non immigrant visa entries entries are done a Chaeng Wattana. Muang Thong Thani does them for visa exempt entries.

If you want to know the reason for that message you could use the mobile app for online reporting and it gives a message for being outside the report window or on a overstay and etc. Links for the apps is on the first page of the pinned topic for online reporting. -

A extension of stay based upon marriage is not dependent upon keeping a job since it based upon marriage to a Thai not working or teaching. -

The online reporting can be done to all immigration offices. There may still be a few office that will not process them and the leave them pending forever. Getting the message you get can compe up for many reasons. A lot of people have been getting it due to the system not being updated to after applying for a new extension or doing one in person at some offices. I can do mine here in Ubon and I get a instant approval of them. -

Look at list of visas on a embassy or consulate website and you will only see a non-o visa and then it states the reason it is applied for. The only visas that are close to being called a retirement visa is a Non-OA or Non-OX visa. -

He cannot change his visa category at immigration. He can change the reason for extension from teaching to one based upon marriage to a Thai. What financial proof will he be using to apply for the extension of stay. It requires proof of 40k baht income or 400k baht in the bank. When he applies for the work permit he will need include his marriage certificate with the application. -

There is no retirement visa. You can apply for a non-o visa and extension of stay based upon retirement at immigration. Or a Non-OA long stay visa at a embassy or consulate. That is what the insurance mentioned is for.
