You appear to be asking about a 30 day visa exempt entry since a visa on arrival is only for 15 days after paying a 2000 baht fee for it. The 30 days starts on the day you enter the country. -
It is only 15 days before now. The 7 days was dropped in 2020.

If your bank book has been updated it should not be needed. You could also get a 3 month statement before you close the account. -

Show both bank books when you apply to show you maintained the 800k baht. Just be sure there is only a short period of time while the funds are being transferred. -

It is only for the visa exempt entry. No change to the 30 day extension. -
You will not need insurance when entering the country. It is not required for a non-o visa.

That is correct of a 90 day report done in person. For a online report it is only 15 days before the report date.

They will only want a TM30 notification. It can be done online but you have to register to do it. See: https://extranet.immigration.go.th/fn24online/

The 30 day extension is easy to get for a fee of 1900 baht. -
Non-Imm o visa application

He was applying for one based upon retirement. It requires 90 days of medical insurance. -
Unless you are 50 years old or over now your only option may be a a tourist visa to stay until you can apply for a non-o visa for retirement anda one year extension. A multiple entry tourist visa (METV) might be the best choice.

The officer doing the approval probably checked your records and discovered you had recently entered the country. -

I assume you wrote your new date of arrival when you completed the report. That is how they would know you got a new entry to the country. -

You 90 day report is due 90 days from the day you entered the country. Leave the TM6 number space blank since you do not have one. -
There will be no need to do a TM30 report since she will not be doing anything at immigration.

The airline can ask to see a ticket out of the country within 30 days of arrival. That is the requirement for a visa exempt entry.
