I'm in Thailand on a 1 year O-A retirement visa, which I'll probably renew in 2018. I'd like to consult a tax professional about filing the Thai income tax return, and also about tax planning. Can anyone recommend one or more tax professionals who deal with individuals (not just with businesses), who are competent, have decent written and spoken English, and are reasonably priced?

Paying taxes is not work related. You don't have to work to pay taxes. There are many ways to have an income without working.
