"Special forces" and "Thetsakit" to enforce 2,000 baht Pattaya smoking ban fines from April

 

 

Pattaya City council have announced that what they called special forces will team up with infamous thetsakit (municipal officers) to fine people caught throwing cigarette butts on Jomtien's Dong Tan beach.

 

Though 100,000 baht fines and the threat of jail time has been abandoned for now, the special teams will have the power to demand 2,000 baht on the spot after decisions made at City Hall yesterday.

 

The move is likely to ignite fears that unscrupulous officers may attempt to extort tourists.

 

But to soften the blow the local authority plan some nice dances and yoga showcasing the wonderful Thai culture on April 2nd. 

 

Pattaya News said that the softly softly approach taken from the start of February would be a thing of the past from the first Monday in April. They described this as the "first zone" seemingly indicating that more would follow in the campaign to clean up the resorts' beaches.

 

Deputy mayor Banthit Khunjak announced three special forces operatives would be patrolling with regular thetsakit staff. They would use CCTV to help them nail smoking miscreants.

 

Signage was shown to the press in English, Thai and Chinese - this said "no pets, smoke free, zero waste and 2,000 baht fined (sic)".

 

City Hall have the 224 operators on the beach as willing helpers in the campaign. They are collaborating in making April 2nd a day to remember on the beach and nearby public areas.

 

In the morning there will be an exhibition of Thai dance followed by a community clear up.

 

In the evening there will be a demonstration of something termed "Smart Yoga" by Viva Studio.

 

Thaivisa notes that "thetsakit" officers in places like Bangkok have been key in fining tourists 2,000 baht for dropping butts in tourist areas like upper Sukhumvit.

 

Many people believe that only tourists are targeted and if Thais are in fact fined, they pay much less.

throw a cigarette butt in an ash tray, and litter in a trash can,

so long as there is any trash can & ash tray around.

 

i also believe thais can be trained to throw litter in a trash can

Soi Dogs are being considered "Thai-Nationals". Therefore they will not be fined if they poop, smoke or have sex on the beach.
Farangs are not allowed to do all those things. So, compared to Soi Dogs, Farangs are the true "underdogs" of the Thai- Beaches.
Feeling unwelcome at the beach, and who can blame them, Farangs are practically forced onto bar-stools and into the arms and charms of Hostesses.
At least as long as Pattaya has not fully established itself as an Family/Sports Resort.

Why would anyone want to visit the beaches in Pattaya and Jomtien anyhow. Cigarette butts are the least of the concerns. This is a smokescreen to cover up the underlying issues of poor sanitation, constant flooding and a general two-thumbs up at Mr and Mrs Farang. I would rather smoke a packet of 20 than swim in the sea....Perhaps when the Thai's have their own house in order THEN they can berate the foreigners.

This is not going to end well if the thetsakij in Bangkok are any guideline. Give a Thai power, especially unregulated or uncontrolled power such as being proposed here, and it will be abused. Sorry apologists, but that is well proven and documented, not to mention backed up by lots of anecdotal evidence and personal experiences. Many Thai males love to push around foreigners, and this is the kind of job they will gravitate to. I don't expect that these people will be trained in any way whatsoever, just unleashed on an unsuspecting public. Can't wait for the stories to start flooding in.

The answer is the expats hanging around in Pattaya should set up the own patrol to follow them and VDO their actions, and the failings when Thai's are ignored. Watch them closely, prove that providing bins and ashtrays that the teams could empty every hour would be a much better idea, than seeking around trying to squeeze money out of people.

Sometimes I walk miles without finding a garbage can.  Tons of refuse makes its way to the ocean compliments of Thailand and nearby countries.  Dust bins need to be made available and yes people can be trained to use them, but only question is when ?  Thailand dumps a hug amounts untreated sewage into the ocean everyday.  For a normal person like yourself, it is hard to understand the misplaced set of priorities and hypocrisy.

I agree wholeheartedly.

 

Unfortunately there are some ThaiVisa fawning sycophants of the PM (who has "helped farmers") who seemingly cannot acknowledge the massive failings of current leadership - some 'good' is being outweighed by too much 'no good'/hypocrisy/ineffective action etc., etc.

Im happy no dogs. And i not want to be near a smoker. Now please no smoking in bars or restuarants as well. Lets now ban screaming kids and thais who leave their weekend rubbish on the beaches as well

Especially screaming kids who smoke, take their soi dog with them and throw rubbish all over the place.

Thetsakit in Bangkok make sure there are no waste bins or ashtrays in the areas they work.  They work in teams tracking anyone they see smoking.  Very effective system ...... of gaining income from tourists.

 

In their fight against cigarette butts, they (along with tourist families and their children) walk past stands openly selling sex toys, displays of sex dvds  and illegal pharmaceuticals,  in order to to nab the miscreant smoker.
