I think the main issue is that he didn't have a work permit and was operating as a tour guide for which he was charged.  He is taking work from a thai.

I have no doubts there are drink and drugs available and used in those events, but sorry, I didn`t see any of those women fighting the guys off and trying to get away. Are you saying that those women were unawares of what was expected of them before boarding that boat? Or they were physically forced on there?

 

Why these Thai women are the worst offenders of the bunch is because they are a discredit to their country, Thai women who already have a reputation of being easy in a land of cheap available hookers by many in the western countries.

 

Thailand has been trying to shake off that reputation for years. To the men those women mean nothing, just a laugh and there to be abused, a situation that these women voluntary placed themselves in for money. Therefore, for these reasons, the police should dish out harsher penalties to the Thai participants and name and shame.
