GREED takes the ultimate blame. The vessel should not have taken to sea but it did because vested interests had money at stake if it did not. The sea or weather is not to blame; it seems the boat should not have been out there in the first place.

Vested interests could include the owners, the captain and tourist service providers at the awaiting destination. It could also be GREED in that the owners did not invest in the required number of pumps or perhaps indulged in overloading. It may have even been monetary GREED by the safety authorities in turning blind eyes to the boat leaving port in harsh weather conditions. 

It is possible to blame any number of individuals or a combination of factors but like many things in Thailand the common denominator is money that is usually at the root of such tragedies.
