What's the craic with taxi from the airport to Thae Phae gate area these days ? Are they using meters  ?

Im guessing not, so what's the going rate ? Any tricks needed to avoid a scammer !

Also are there any regular scams to be aware off !

Use Airport Limousine and it's 150baht to the old city. They have an office right there at domestic arrivals. Give the lady at the desk your destination and she'll tell you the price and give you a receipt then proceed to the exit and give to the person with the clipboard and they'll assign to the driver. Pay driver on arrival at destination.

 

Nothing easier.

NOT to Tapae gate! They don't go there and even the closet stop will take ages.  .

Use the very reliable and no scam "Limousine" service from the domestic terminal as advised by Mahseer above.

Yes they do :  

 

 

"Chiang Mai province is introducing a new mode of transportation, the R3 bus, for travelers to and from the airport on 5 April 2018. The R3 bus service connects Chiang Mai airport with Nimman district in Chiang Mai city center. 
The new route is scheduled to run every 20 minutes and will take 15-25 minutes to get to Nimmanhaemin, a famous attraction for tourists, and 35 minutes to Tha Pae Gate from the Airport."
