Enforce all traffic laws and increase the fines , what you say, they are already proposing that, that will increase police corruption, what should be done then is to have no speed limits, no traffic regulations and no requirement for drivers licences. Then, no way can the cops make financial gain from breach of traffic laws as there won't be any. Great idea. 

So you're saying that the death toll on Thai roads is purely down to police corruption and nothing to do with a complete lack of driving skill or the responsibility that comes with vehicle ownership?
Many locals don't, and never will care about speed limits. driving regulations or whether they have a valid license, so doing away with what driving laws already exist wouldn't change anything with regards to Thailand's appalling road statistics. There is no solution to that problem as Thailand will one day figure out.
