Popular Post webfact Posted October 3, 2018 Popular Post Share Posted October 3, 2018 Aswin comes clean on Bangkok flooding By The Nation Bangkok Governor Pol Gen Aswin Kwanmuang has admitted that the 20cm-deep flooding at Bang Khen roundabout on Monday that took two hours to drain was because city officials could not get the key to turn on water pumps. The flooding was criticised as a "water bank" underground well had been prepared and should have prevented prolonged flooding. Aswin said the construction contractor had not handed over the well to the city so officials had no key to turn on the pumps. "This kind of problem shouldn't happen and this is the city's fault," he said during his Tuesday inspection of a water drainage system at Soi Vibhavadi-Rangsit 44. He posted at facebook.com/aswinkwanmuang/ that he would take action on the big construction projects that blocked the city's water drainage. Citing the Vibhavadi-Rangsit Road where the Red Line train construction was ongoing, Aswin said columns and construction materials were blocking channels along the canal and beside roads in Chatuchak, Lak Si and Don Mueng districts. Aswin said he had led Bangkok Metropolitan Administration (BMA) officials to discuss drainage and the traffic jams. He said the BMA, Department of Highways, State Railway of Thailand and contractor agreed to dredge the roadside canal to increase its capacity, while additional drainage pipes would mitigate flooding caused by the railway construction. Aswin promised to discuss congestion with the Metropolitan Police Bureau to arrange traffic flows during the construction period. Further surely there should be several sets of keys to critical equipment, to ensure a set can be on site from one of several access points/personnel very quickly. But surely these are not old style metal keys, there are so many newer starting systems which could be activated automatically by the water height (as mentioned) or activated by various signal systems with signal based passwords etc., by many personnel. Estrada Posted October 4, 2018 Share Posted October 4, 2018 Usually there is an operator that lives above the pump station (well) who keeps the pumps clear of trash and operates the pumps in coordination with the downstream pump stations. Sometimes the BMA decides to flood districts considered lower priority to keep the more important areas clear of flood waters. However, the fact that this pump station was under construction and the key was with the Contractor, leads me to believe that the pump station was unfinished and/or the Contractor was waiting for payment from the BMA before handing over to the BMA. The BMA is underfunded especially when it comes to waste handling and collection. The public need to pay 5 to 10 times what they are paying now to adequately fund the BMA. steve73 Posted October 4, 2018 Share Posted October 4, 2018 Even automatic pumps will have a main control panel / breaker with lock, (to allow the pump to be worked on safely) and the main incoming power will be "locked" out after final commissioning, until final handover... and that probably requires the simultaneous handover of a fat brown envelope....
