I think so, I've got at least 5 cats (none of them mine) wandering around my house and in my garden, none of them got a collar, I want to see the BiB coming here and claim that are my cats, they feed themselves with the offer that the wife leaves on the ghost house, so tell me how the BiB proof that an animal is actually belongs to you (let the dog that is more affective) but a cat they will spend time sitting in front of my place with a camera for get a picture of me or the wife actually feed one of the animals ?????? Could work in BKK not in rural areas...

I think it's supposed to work the other way round... Any dog or cat that is not registered and of which you do not immediately claim ownership can be caught and euthanised. For the benefit of the society as a whole. If you do claim ownership then you are liable for the fine for not having registered the animal in the first place.

I think this is the first step in the direction I have described. I however do not believe there will be any further steps taken, nor do I think anything like this will be seriously implemented. But the tactic and the intent seem clear.

Sounds great but they don't do euthanasia here. More likely to be sterilised and put back on the street, if anything is done at all.

Cabinet backs animal registration law, orders more review to reduce inconveniences

BANGKOK, 12th October 2018 (NNT) - The cabinet has approved in principle the animal registration measure, and ordered related agencies to conduct further studies to avoid unnecessary inconveniences to public members. 

The Government Spokesman, Lt. Gen. Sansern Kaewkamnerd, said the cabinet on Wednesday (Oct 10) approved the Ministry of Agriculture and Cooperative's proposal on the amendment of the Prevention of Cruelty and Animal Welfare Provision Act, and ordered officials to revise issues that may cause concern to the general public. 

Lt. Gen. Sansern said the Prime Minister, Gen. Prayut Chan-o-cha, has ordered the Ministry of Agriculture and Cooperatives and related agencies to consider the appropriateness of animal registration fees and penalties, which could be waived, and re-submit the draft to the cabinet for further consideration. 

The law will still have to pass more procedures by the Council of the State and the National Legislative Assembly (NLA) before being officially implemented. The general public can submit their input regarding this law directly to the government, or through DLD 4.0 mobile application by the Department of Livestock Development. 

The Prevention of Cruelty and Animal Welfare Provision Act was first implemented in 2014 to prevent animal cruelty by humans. The new revision is aimed to reduce abandonment of pets by requiring pet owners to register their pet to ensure proper care.

I have no problems registering my dog, but I wonder what the point it besides paying off a Thai. What are the actual benefits for dog owners or others that will done with this money.

It's already been scrapped according to BKK Post.  Prayuth fondly imagines he rules this country but some laws that he introduced are scrapped/ignored by the police like the pickup seat-belt one.

Another one that lives in Dreamland... Who is going to sterilize all the strays? who's going to pay for it? Do you think they going to pay the sterilization with the income from the new dog/cat tax? I mean reality check sometimes is not hurting, IT'S NOT GONNA WORK.

I'm all for it if they can make it work, which on past performance, it won't. If they do enforce it, the Thais next door with nine dogs will be in for a shock. So will the farang who lives near me who lets his six dogs roam the community. If it were up to me, households would be limited to one PET dog which must be kept behind a locked gate except when being walked, on a lead, by an adult. I think it'd be more appropriate if dogs were to be required to have a licence for owners, most of whom are completely irresponsible in this country, farang included.
