Pol Lt Gen Kraiboon Suadsong, head of a police committee in charge of solving traffic snarls in Metropolitan Bangkok, said 13,515,036 traffic tickets had been issued this year as of October 7 and recorded in the Royal Thai Police Ticket Management System. But only 2,338,968 of the drivers ticketed had paid their fines, leaving the rest – 83 per cent – in violation of the law. Of the 13.5 million tickets, 2.31 million were issued on the spot, while the rest were mailed to drivers caught on camera violating traffic laws. Kraiboon said no fines had been remitted for 1.33 million tickets issued on the spot and 9.838 million tickets mailed out. Kraiboon said he had instructed the IT team of the Royal Thai Police to work out with the Land Transport Department to link the PTM and vehicle registration systems. Motorists who do not pay their fines would be unable to renew their vehicle registration annually as required. How in their wildest dreams did they ever think that they could hope to change a mind of set of just normally handling over a couple of hundred baht? For driving offences in some instances that would have you banned in the west after doing the same act 3 times. Excess speeding for one. Drink driving in the UK carries an immediate 1 year ban unless your name is Beckham. See below. I received a ticket for the previous owner of the house last week, seems he'd been naughty and ran a red light in BKK. This happened with my cruising sailboat I had sold in the US just prior to moving here in 2005. The new owner didn't register it in his name, as is required. A year, or more, later I began getting nasty delinquent tax notices from both the county and state where I had it berthed. It took some phone calls and letters to get it cleared up as, typical for government droids, they didn't believe my story that I had actually sold it and moved out of the US. Of course, scans of my passport stamps and confirmation from the marina manager solved the problem. Yep, not just Thailand! Just run a TV advertising Campaign for one month advising all drivers that if their fines are not paid in 14 days their vehicles will be impounded and crushed. If you punish offenders hard enough it will end the problem. All the Thais would throw their toys out of their prams and complain about being unfairly treated, even though they had already broken the law. So the government would immediately backtrack and everything would revert back to normal.A recent case in point being the recent proposed increase in fines for driving without a license...due to public outcry a final decision was put on hold probably for ever.
