Do you have an authoritative source for that? On the HMRC website it states:
Given Phillipines (among others) also get the annual increases, your pension would go up if living there as well.. Nowhere have I found that if you subsequently move again, to a country that does not attract increases, your pension would revert back to a previous low level.

I think Trump knows his days are numbered with Musk Thiel and manager Vance probably taking over by mid 2025 so he is filling many of the senior posts with un qualified clowns he would not have realistically considered if he was likely to run a full term.
The dollar goes up because interest rates go up (unless there's a war when it goes up anyway). Interest rates go up because of of a need to calm inflation. The expectation of future inflation often causes these to rise as well.
