OA visa requirements for US national living in Boston

Friend has asked for latest requirements and easiest location to lodge application,

He would have to apply for it the OA visa at the official consulate in New York.

Honorary, are you sure that they are entitled to issue Non O-A?

In the countries that I know it is limited to the official Thai General Consulates.

Boston Honoray Thai Consulate can only issue Tourist Visa’s by appointment only.  OA only at the Embassy in DC or the actual Consulates(I believe that would be in LA, Chicago or NY).
