Without the cooperation of the user's ISP, you cannot always identify someone who wants to be incognito. They can go with an ISP that changes IP addresses frequently from a dynamic pool, and clean their cookies and session caches, etc. There isn't any technical way to distinguish such folks from truly separate customers of the same ISP. Also, when multiple people live behind a NAT device, in a condo or apartment block, you will also get what might look like one person with multiple accounts when it is really legitimate users.

I think it is interesting how people can decry big brother and all the problems of a surveilance society, and then turn around to willingly accept or advocate extreme levels of tracking and monitoring in online forums. But maybe I am just too easily amused by such inconsistencies.

well, to be frank, I though Kayo would leave after the tormentation and abuse he suffered from an array of stalkers, but actually it seemed to have the reverse effect of making him feel wanted, desired, even - to the point where any thought of even logging off for a day made him howl with fear and depravation. Now, having experienced the literary genius that is Jet, the puppy protector that is Nov Rain, the editor extra-ordinaire that is Khall64au and a variety of other geniuses (as well as some blokes) Kayo seems to be doomed to remain haunting these boards until the day he finally makes his return to thailand....
